Your first task is to spend up to ten minutes searching the web for someone that you can register a domain name with. Domain names are not bought, they are registered and you pay to register domain names for a set period of time - normally from one or two years.

As a beginner my choice is a free hosting site. like google , Godaddy is fine
I went to the google site, but the page I was on said that it's only free for 30 days. Are there any other free services you know of?

I have experience with Network $olutions and GoDaddy. NS was SOOO expensive. Really not sure why my net admin predecessor went with them. Maybe there were no options. Switched to GoDaddy and haven't looked back. They an iPhone app which has come in handy a few times.
Until recently GoDaddy was my registrar of choice. I'm pretty big into buying "Made in the USA" and GoDaddy is American owned and run.
Throughout the years I've had over a hundred different domains registered through them. However, their wishy washy stance on recent U.S. legislation (http://bamajr.com/2012/01/18/the-great-internet-blackout-is-on/ be sure to see all the comments I made at the end of the post) has made me question whether they are the best option for me or not.
I'm still with GoDaddy, at this point, but I'm considering a change and if an API to connect to another viable registrar, becomes available for my virtual server system, I will change.
This is local one and my friend recommended it to me. I think I will go with them, as he is satisfied with their services:

which was cool for me as i am a cheapskate by nature and it was only $2
I've been using PerformanceHost.net for several years. Not going anywhere else!
Since I have a national domain name (tarmo.fi), I can get the domain only from a Finnish registrar. What I've actually done is create accounts at the controlling agency (domain.ficora.fi) and registered the domains manually, meaning I need to fill in information concerning their DNS servers, the technical contact person (me), and such. I could have also used a service that can also give out .fi domains, but this is cheaper. I also get to decide where I want to host the DNS services for my domain, and where to host the actual services such as web sites.

I've already done this for the company I work for. We used godaddy.com to register not only a ".com" domain, but also a ".ca", ".co.uk", ".info", etc. It was really easy.
I'm not spending $500 for a personal site/learning exercise.
So, here's the thing, when I first read the challenge, I didn't know much about domain names except that registration is to be paid for. Thing is, I can't do that right now. Also, I didn't think that some extensions can go up to $500 a year!
I wanted to find something free so that's what I scoured the web for.
I used .tk before. It's no good. It basically destroys your website by adding a banner of other .tk website plus there are other ads that destroy your website.
Right now, I'm checking out .co.nr and .co.cc. - noticed this one from one of the comments.

.com domains are cheap, about 10$ / year. But some domains have already been registered by others, and they're not using them. They're just sitting on them, waiting for someone to buy that domain for a large sum of money (the so-called domain squatters). So if you need something that's already been registered, you may need to pay quite a lot to get it. But a free domain never costs more than any other domain.
I think co.cc is a free domain service.. I choose www.cixx.com to host my sites
