Do you think there would be a problem with 'equivalency', Sirkku? As in, "is this badge equivalent to two of these other badges?"

Yes, equivalency is just one of the problems I see when it comes to reliable and credible evaluation by a wide variety of entities that issue badges - especially in areas where levels of achievement are not easy to establish (ex. Modern dance, hip-hop, theatre arts...) yet sometimes activities like this can be important when applying to schools. Letters of recommendation do the job today, but could they be added to the "badge portfolio"? Another problem for potential badge issuers is creating clear and understandable guidelines and a reliable system for issuing badges. That is not always a case for volunteer organizations, nor is it fair if badges become a part of business (to be paid for).
Badges issued by teachers and/or peers at school will be a part of versatile evaluation process. Encouraging and guiding evaluation supports learning and development. During the learning track along with increasing self-adjustment a realistic opinion of his own learning and knowing develops to the learner. Badges will help learning to become a positive experience.
These problems can be solved.
