Casey, that's an interesting question.
In the simplest definition of "blended," I would say your idea is blended because it combines f2f and online instruction.
However, if Skype is the online online component, this lacks the components of "anywhere-anytime learning" and of encouraging learner independence. Are you including other online learning opportunities, such as online lessons, practice opportunities, etc.? Perhaps you could do some of that as a part of this course. (There are some great existing ESL materials you could draw on.)
